Office of the Superintendent

Ms. Myriam Roa, widely known for her expertise in school finance, operations and district leadership, is the Superintendent for Phoenix Elementary School District #1.

Under Ms. Roa's leadership, the district developed a unique partnership with University Public Schools Inc. to offer an additional choice of programs to the students through a public charter school that is affiliated with Arizona State University. This school partnership is anticipated to become a national model for strategic partnerships that drive student achievement effectively for the students in our nation's urban core.

The district has also been recognized for their outstanding implementation of the Arizona Department of Education's English Language Development Model and their plan to implement the National Stimulus Funds to drive student achievement and save jobs.

As a Business Services Administrator, Ms. Roa was awarded the Certificate of Excellence in Financial Reporting from the Government Finance Officers Association and Arizona Association of School Business Officials eight times.

As Assistant Superintendent of Phoenix Elementary District #1 from 2005-2007, she built a strong leadership team to drive highly effective finance, transportation, facilities, nutrition services and systems operation teams in the District. Prior to joining Phoenix Elementary District, Ms. Roa served in Yuma Schools for fourteen years. Previous to her work in education, Ms. Roa was a computer systems analyst contracted to work with the United States Marine Corps, a computer programmer with the National Oceanic and Atmospheric Administration and a community college technology teacher.

Ms. Roa holds a Bachelors Degree from North Carolina Wesleyan College and a Masters in Business Administration from Northern Arizona University. She is bilingual in Spanish and English and is a candidate in the Arizona State University Doctoral Program for Educational Leadership and Policy.

With a strong focus on delivering an A+ education to every child and setting high standards for customer service, Ms. Roa believes that every member of the district staff from bus drivers to nutritionists to classroom teachers and administrators plays a unique and valuable role in delivering educational excellence. She is determined to continue to sustain the development of the teachers, principals, support staff and administrators to achieve the goals set forth in the The District Strategic Plan: Our Blueprint for Student Success and continue to focus on the District Anchors in the decision-making process across the District.

Under Ms. Roa's leadership, the district continues to respond to and promote the needs of the community with additional signature school programs, effective implementation of the bond and capital override programs and by embracing the diverse cultures of our students and staff.
